Who We Are

Lance Dustin
Senior Chaplain

Chaplain Lance has served as a Law Enforcement Chaplain for over 26 years. In that time, he has served two different Law Enforcement Chaplaincies, and held a Supervisory role within those agencies. Most recently, he retired from a seventeen and a half year career as a Deputy Probation Officer in Yolo County. He loves to serve Placer County and our amazing Law Enforcement community!

Kristi Baker
Deputy Senior Chaplain

Chaplain Kristi has been with the Placer County Chaplaincy since 2009, first as a volunteer Community Chaplain, then as a Law Enforcement Chaplain. During this time she was a small business owner, Women’s Bible Study Leader, and a Group Fitness Instructor. When PCLEC had an opening for the Deputy Sr. Chaplain, she sold her business, continued teaching Bible Studies and joined the PCLEC on a full-time basis. Kristi is married to her husband of 47 years, and has 3 children, and 2 grandchildren.

Our Mission

We provide spiritual, mental & emotional support to the Law Enforcement Community, their families, and the citizens of Placer County. 

PCLEC continually provides the service of trained, critical incident chaplains on a 24 hour, 7 days a week basis. This vital Chaplaincy program is comprised of a team of specially trained individuals who volunteer their time to help and serve others. All of our Chaplains are trained to lend a helping hand to every person, without regard to religious preference (including no preference), and are frequently requested to contact pastors, priests, rabbis and other religious leaders to assist families.

Our History

Incorporated in 1986 as a 501(C)(3) non-profit corporation, Placer County Law Enforcement Chaplaincy was formed as a field service to both Law Enforcement agencies and crisis victims, providing at no cost a dynamic team of specially trained men and women qualified to offer strength, compassion and counsel when tragedy strikes.
